Career and other details :
Born in a very poor agricultural family in the remote village of Ayilara, Kollam Dist. After completing SSLC in 1959 in most difficult circumstances, and completing the courses of typewriting and Shorthand, left native place in 1963 in search of a job. Joined as LD Clerk in a Central Govt office (Dandakaranya Project) in peculiar circumstances, in the Dandakaranya forest area in Bastar Dist. of the then Madhya Predesh and finally reached the level of Dy. Secretary in Central Secretariat and after retirement, as Finance Consultant with the World Healrh Organizatiin (WHO) in a World Bank funded Project of Ministry of Health & Family Welfare (2003 - 2013). In between entered the Central Secretariat Service (PA grade) in 1967 through UPSC examnination, obtained a B. Com(Hons.) degree from Calcutta University while being posted in Calcutta in 1970s by attending night college, while working, that too against strong objections from boss and even after quarrelling with him and ignoring his stern warnings against my studies(strange it may seem, but true). Before completing the course of M. Com(Management) at Calcutta Unversity, was transferred to Planning Commission Delhi. Again through UPSC, examination reached gazetted rank, and on joining Ministry of Labour in 1982 was posted as Protector of Emigrants (Emigration Officer) at Trivandrum, where corruption was rampant. There worked earnestly and honestly and, in most dangerous conditions, against corruption and human trafficking throug the Airport involving Airport Police, travel agents, politicians, Airlines etc., by fighting with politicians, including the then CM of Kerala and Kerala police, human trafficking by police and travel and visa maffias. Got one Dy. SP a Circle Inspector and half a dozen Sub Inspector ranked police officers of Trivandrum Airport suspended (survived with the help of State Home Secretary and DGP) from service on different occasions by fearlessly and single handedly conducting surprise inspection at Airport during flight time and catching them red-handed.
This enraged the pilice, politicians and State Govt. which even resulted in Kerala MPs raising questions against me in both Houses of Parliament inorder to get me punished and removed from service on various bogus grounds. However, they failed in their efforts as truth easily prevailed. (Even in my own office the staff under me were non-cooperative with me due to my strictness against any sort of corrupt practices and even some of them used to pass on information to Airport police about my plan to conduct surprise inspection). All relentless efforts of CM, MPs and Police officials for five years to dislodge or transfer me and even the efforts of police to annihilate me failed due to my alertness and sincere intentions. In late 1987 I was transferred back to Delhi only after everything cooled down and after completing my mission with flying colours.
Back in Central Secretariate, in 1994 on promotion, was posted in Ministry of Rural Development first as Under Secretary and as Deputy Secretary (Finance) later on on promotion. There, had to earn the displeasure of the Director and Joint Secretary (Administration), Secretary and Minister for not favouring and giving financial approval for their unfair demands involving corruption in most cases. All their efforts to dislodge me from Finance also failed since my immediate boss, Additional Secretary & Financial Adviser was firm in his conviction that I was the perfect and right person for holding that position. One of the Administration's financial proposal for approval involving corruption resulted in the Additional Secretary/Financial Adviser ordering enquiry based on my reporting to him about the facts and background and progress of the case leading to a possible vigilance case. This enraged the Jt. Secretary and Director (Admn.) and the latelr was reported to have used abusive language against me in a meeting of the Enquiry Committee involvung four other Directors of the Ministry, one of whom reported the matter secretly to me. (This happened just four months before my actual retirement date.) When I told him that I may make a complaint to the Minister and Secretary about the incedent and he should support me, with his statement, the Director backed out for fear of victimisation by the Administration team. In protest, I gave three months notice (as required as per rules) for voluntary retirement (with certain plan in my mind to counter Administration) and it was effected ultimately just 10 days ahead of my actual retirement date. But those two IAS officers tried all their crooked ways and means to stall my pension during the last three months. However their sincere subordinates used to report every move of theirs to me so that I could counter those moves in time and stall them and get my pension and other dues in time.
As was planned, the true colours of the Administration officials involving IAS officers were brought out in a long farewell return speech by me in the presence of the new Secretary of the Ministry at my farewell meeting on my last working day which was attended by almost all officials of the ministry in the large conference hall which resulted in the Secretary's taking action to bring to book the involved IAS officials!
After retirement from Govt. service, joined the World Health Organization as Finance Consulrant and worked with them for 10 long and very fruitful and satisfying years.
The extra ordinary experiences during my career gave inspiration to pen my Autobography which even won the U.A. Khader Award for the best autibiographical Novel.
(We were 8 siblings to our parents. I was the third one and the eldest male. My mother expired when I was 20 years and father expired when I was 22 years old. All my younger brothers/sisters were in schools at that time. I was the only earning member, without any other source of income. I looked after all of them till they were able to stand on heir own legs, after which only I got married, very late.)
